RASED Palestine Coalition launches training activities to qualify field observers for the 2026 local elections

This training comes within the coalition’s efforts to enhance the readiness of field observation teams and build their capacities in accordance with approved professional and legal standards, in a way that ensures an effective contribution to strengthening the integrity and transparency of the electoral process. Specialized trainers from the Central Elections Commission delivered the training sessions, providing technical and practical content focused on the procedural and organizational aspects of the electoral process.

The training program focused on a set of key topics, including the legal framework governing the work of oversight bodies and their accreditation mechanisms, in addition to monitoring and documentation methodologies that enable the accurate and immediate recording of observations and violations. The training also addressed the observers’ guideline manual, including detailed instructions on roles, responsibilities, communication and coordination mechanisms, as well as emphasizing the code of conduct governing observation work, foremost of which are full impartiality, integrity, and adherence to professional standards.

The training also included an intensive practical component under the supervision of trainers from the Central Elections Commission, introducing the approved “Monitoring and Documentation” system, which serves as a central tool to facilitate real-time data entry and follow-up, enhance responsiveness to field observations, enable centralized tracking and processing, and support the production of accurate and methodical observation reports.

In this context, Sufyan Barakat, Director of Wasel Youth Center in Anabta and a member of RASED Palestine Coalition, affirmed that hosting this training reflects the center’s commitment to supporting national efforts aimed at strengthening integrity and transparency, noting that empowering young men and women with field observation tools contributes to building active civic awareness and enhances their role in safeguarding the democratic process. He also stressed the importance of partnership with the Central Elections Commission in unifying standards and raising the preparedness of observers in the field.

For his part, Moatasem Zayed, Director of Local Communities Foundation and a member of the Executive Secretariat of RASED Palestine Coalition, explained that the launch of these trainings represents a strategic step within the coalition’s vision to build a professional and independent observation system based on a wide network of member organizations, including Global Communities Foundation. He confirmed that the next phase will witness the expansion of these trainings to cover several areas and communities where elections will be held in the West Bank, in addition to Deir al-Balah in the Gaza Strip, with the aim of qualifying and deploying an integrated network of young male and female observers, thereby strengthening the presence of community-based monitoring and reinforcing standards of transparency and accountability at the national level.

RASED Palestine Coalition affirmed that these trainings represent the beginning of a series of integrated activities aimed at empowering observers in the field and enhancing the role of youth in supporting the integrity of the electoral process, leading to the production of professional observation reports that contribute to improving electoral performance and strengthening citizens’ trust in the democratic process.
